I prefer the latter option. It re-uses the Browser functionality (which has already been created) and removes the "modality" of the dialogs. Implementation might require rethinking the GUI for the Preview and Properties (etc) panels to incorporate the new functionality, but could involve a plug-in architecture and API for easy expansion of future capabilities.

I think another pane would be more flexible and perhaps even easier to implement - as you said "it's almost the same thing as tag" - I think it's the same, just the "tag / basket" pane is invisible now. Perhaps you could just add the option (button/kb shortcut) to toggle visibility of the basket/tag pane with the tagged files list, then no additional feature is needed.
