I'm not sure we are talking about the feature itself here (which btw is already available in xnviewMP via a slider control) but the hotkeys !
The possibility to configure ctrl+wheel as zoom(or anything else) is a common request around here.
I'm just not sure why it hasn't been addressed yet though.
Also:

.1500 thumbs = 1 seconds.
.3000 thumbs = 2 seconds.
I'm not saying there isn't room for improvement though if you compare it to let say ACDSee which opens 3000+ images folder in a snap.
I know the comparison can be considered unfair. but it's always good to know that the limitations are not entirely hardware related.
Edit: now give xnviewMP a try ! opening cached thumb of a 3000+ images folder feels almost instant (well below the 0.5 sec)
the main difference with ACDSee is actually that there is no visual feedback (window being instantly emptied when you click before thumbs get displayed) so the delay
feels longer in xnviewmp
