converting .vga files

I'm having an extremely hard time doing anything with these .vga files i need to work with. If anybody could shed some light on why my software refuses to recognize .vga I'm all ears. (I've already clicked the 'Display all image file types' selection in the options menu.) From what i can tell this software should recognize this type of bitmap image. . .

Which software did you use to save/create your .vga files? (There might be various .vga formats, around).
