Startup tip: possibly needs updating?

I'm a 10-minute new user.
I installed and read a tip:
"By default only the most common formats are available for loading/saving. If you want to have special formats, also, please visit the options, category "General > Startup"


I find the Tools / Options > General tab. Under General is a tab called Operations with a small box called "startup" but it only has Launch Browser at Startup, Startup Directory, and Maximux XnView at Startup and Mode when starting with a file. Nothing about selecting additional supported formats is evident to me.

I assume this is located someplace else, and is probably easily found through the help system, however this tip is quite confusing to a newbie.

An error, it's General/Operations>Display all image file types
