Small thumbnail size with exif jpeg

XnView not want to change the thumbnail size in the menu View -> Thumbnails size, for my jpeg files with exif. All the thumbnails of my pictures are tiny. When I convert an image to PNG format then the thumbnails are of such size as chosen in the View menu. Why?
