MP 0.21 Win: Empty image tab label and empty browser

To reproduce:

1. Enable tabbed mode
2. Start MP with an image from the command line
3. MP starts, tab is empty while image loads
4. Before the image displays...
5. ...click the browser button on the toolbar
6. Empty browser tab appears, image tab finishes loading, image tab label remains empty

You may have to open a large image that takes time to load to see this behavior
