Convert Multi-Page Tiff (Old Jpeg) to Multi-Page Tiff Group4

When I try to convert from Multi-Page Tiff (Old Jpeg) to a Multi-Page Tiff (Group4), only the first page gets converted. I have read through this forum and the help files for assistance. What did I miss?

If there is no way to do it with XnView, does anyone know of any other app that can do it?
