Adding a Comment does not work

Cannot add a comment to a picture. Pushing Alt-Enter, selecting File: the cursor is at the beginning of the comment field but inputting text has no effect. Field remains blank.

Menu... Edit>Edit comment is available for writing.
Alt Enter Properties>Comment, the selection has been for copying existing text.
