RC2: Folder tabs flicker when resizing

When resizing the main window (browser), the folder tabs flicker. This is a bit irritating.

- This occurs too under Win 98 SE, but when adjusting the width only…
- That happens too in other programs having tabs @ home, so it could be an issue of all Wins GUIs…

Yeah tab bar is redrawn whenever the window's width changes, I think XnView checks for whether the window is wide enough to display all tabs, and displays the <> arrows if it's not the case.

I've just tried in UltraEdit and PSPad, they both have the flickering when resizing horizontally, too. FireFox doesn't flicker, but I guess they don't use the standard Tab control.

I'll set this one to [OK].
