able to convert a tiff into pseg?

When I tried to convert a tiff to IBM pagesegment (pseg) with Nconvert, I got an error message that says this feature is not yet supported. Has anybody successsfully converted a tiff to pseg? How? Pseg is listed as one of the supported format, why doesn't it work?

PSEG is only supported in reading...
