Rotation guidelines

Any guidelines for rotating an image to correct it's horizon? I'm talking about images with an apparent indication of vertical, like a building or anything else that would be vertically level, depending on where the line is on the image and the focus of the lense (assuming we're talking photos).

I have this picture I took downtown with some buildings in the backgound, I rotated the picture so the building in the middle of the picture was just about vertically straight, between that and the original, both look off... I thought it'd be cool to have a collective organization examine and edit images and pictures... we just throw our pictures in the pot and let everyone else have their say to edit.

Can anyone help me? Want to have a look at the image?

I've learned about the auto-crop feature on the rotate and have been trying to perfect my stuff!
