can't get paintbrush

when I go to a Black & White jpg file and I want to add something in color to it I click on Paint brush but nothing happens

You can increase the color depth of pictures with Image » True Color.

I wanted to add color but I guess I can't had to use an editing program

If you want to paint in some color on a B&W photo you'll have to use an editing program. XnView doesn't have a painting tool. The Paint filter doesn't, well... paint

This is an operation best done with a program that supports layers anyway.
