How get file 2,3,4... to open as tabs rather than window

How can I get files 2,3,4... to open as tabs in an existing window that has the first file in it, rather than open a new window for each file? This is when double-clicking files to open them.

If you want to open image from a file manager or some other program:
Options... General>{Operations}[x]Only one instance

Related:
Options... View>{View}>[ ]Only one window view openeed

Enabling tabs:
Menu... View>[x]Tabs

Observing: it is pretty complicated to "turn that on." Seems a simple toggle [ ] "View multiple files in tabs" would be clearer and easier.
