Adjust colours of part of image

I am trying to adjust the colours of part of an image.

I selected the section and then I went to change it.
However, it changes the whole image and not just the part I have marked.

Am I doing something wrong or is that the way it is meant to work?

To be honest - I am not sure. Kinda new to this.
It is a PNG file.

Maybe I am selecting wrong?
I just "draw" the selection box round the part I want using the arrow. Am I meant to be doing something else?

Weird - it suddenly started working.
