v.1.10b Is fill and keep ratio 'off' useful?

With fit resize option, the dimensions can be set to make a square from an original rectangle by turning off 'keep ratio'. The same does not occur with 'fill' which seems appropriate, but leads to bigger question: I am not able to imagine the case for using both 'fill' and 'not keep ratio' together. Is the keep ratio option here an item worth removing?
