Recognize MP4 as being MPEG
Unable to play .mp4 files even though they are actually .mpeg files.

Right, so far as that goes.
Happens I was using a Mac @ home when Apple introduced their MPEG4 video format. I found it peculiar, and a mite harsh, that they based it in MPEG2 and then turned around and put a price-tag on the MPEG2 plug-in for QuickTime Player Pro. To add insult to injury, the only dimensions that plug-in seemed capable of exporting anything in were in the DV range, so while it enabled playing smaller (by screen dimensions) MPEG-2s, it was no good for converting something else to that format without ramping up the frame size. Which inevitably rendered the video or clip converted by that means unwatchable.
Brass tacks: nowadays it's a discrete format. Probably always has been (prove me wrong with more than a Wiki reference, and I'll concede your point). And as such, ordinary MPEG2 codec utilities would fail at the task of displaying MP4s. I doubt Pierre or any of his assistant coders have the time to check out how to implement them anyhow.
