Middle mouse button toggle wheel navigate/zoom

What about having middle mouse wheel-button toggle its wheel function between navigate and zoom? Less fiddling with options that way. I rarely use wheel for zoom, and this would avoid using keyboard on many occasions.

We have right click+wheel to zoom, make selection and click to zoom, Ctrl+wheel to zoom, wheel only to zoom. I don't think this is necessary, middle button is needed for other functions.
