Free "Screen paint and Redline Overlay" software?

I don't know the correct words, but I will try to describe my idea ...

There are some tools which offer features like "

• markups and comments in PDF;
• Redlining in CAD;
• Textmarker and Highlight and so on in presentation-mode of Powerpoint
• ....

Is there a free software which offers this features (marking, highlighting, ..) as an Screen-Overlay for all other software?
This would be fine for some software presentations - I start and display some software, then I start the screen-overlay-software to "paint and to mark on the screen".
Of course this software should not change the data of the underlying software - it should "paint only on screen" and can be erased with one click.

Any ideas?
