Keyboard input for selecting and moving selections

Would it be possible to implement a feature for specifying custom selection sizes and ratios by typing the values?. Pixel-precise selection can be a painful thing to do with the mouse.

Another handy feature would be being able to move this selected area pixel by pixel, using the keyboard (arrow keys?) or by typing the values for X and Y coordinates.
