This is a photoshop/8bf plugin that both reduces noise and sharpens. You can use it to sharpen images, or to remove noise, or both at once, it gets much better results than most methods. It's intended purpose is to remove JPG artifacts (hence the name), but it works well on all noise. Play around with the settings for the best results.
Bad news: It doesn't work with xnview. Xnview spots it and adds it to the 8bf filters list, but when you try to use it it doesn't launch. It works fine in other programs, so the problem is some sort of compatability issue with xnview.
Lastly: This plugin is completely free.
Good plugin, doesn't work with xnview

Make XnViewer be compatible with new adobe plugin format?
Forum References:Harald Heim (Plugin Essentials) wrote:In 2002 Adobe restricted access to the Photoshop SDK, which contains the specifications for Photoshop plugins, so it can be expected that these incompatibilities may increase. Developers of other image applications don't have any access to it anymore, so they can't support newer plugin features. However, plugin developers who want to make their plugin compatible with a large variety of applications, should anyway use the old SDK from Photoshop 3.05 or 4.0, which already includes all important specifications.
