Does software support UTF-8 format Filename/Directory ?

Does the software support the UTF-8 format Filename/Directory?
I am using Chinese OS and when I browse a Directory using Japanese name, will have error, but If I use "Windows Picture and Fax Viewer". It can be read as normal, is there is any setting would allow me to change the program to correct this?
