Default "Copy To\Move To" -> Last Used or Current or Specified.
Personally, I'd have mine set to Specified = C:\Downloads

Perhaps both your suggestion and Pierre's question could be accomplished by using the first item in favourites list as the default folder? It is the favourites selector.
