Choice of encoded character set for IPTC data

Suggestion: Add the option to select the character encoding set for the IPTC data both for reading and writing.

Benefit: Make the application more flexible for use in countries using non-ASCII characters and the images portable between OS (Windows/Linux). Also improves usability with images acquired from other sources.

Details:
1) For reading and default writing, the selection could be in Tools / Options / Interface, for writing also part of the Edit / Metadata / Edit IPTC dialogue.

2) For reading, the character set used for display should default to the one specified by the standard IPTC tag Coded Character Set in the image; if this is not present to the setting in XnView options.

3) For writing, the proposed selection box default value in the Edit / Metadata / Edit IPTC dialogue should follow the same principles. Additionaly, if the IPTC tag Coded Character Set is not in the image, it should be created.

4) The available character sets should include as a minimum Unicode, UTF-8, the Windows code pages and the ISO 8859-x character sets.

I second this suggestion - just see what the default behaviour does when an image with IPTC is put to an online album. I'd further suggest that the default encoding is set to UTF-8.

It seems that IPTC can store character set for string, so someone has a file with IPTC in utf8??

When uploading Stakkur, I was pleased to see that my IPTC keywords inside the JPEG file was used as tags.

But the keyword "Eiði" got wrong, the "ð" was replaced by two characters, probably ISO-8859-1 representations of the two bytes that represent "ð" in UTF-8.

I wrote the IPTC keywords with Exifer 2.1.5, and have no idea if the problem is in Exifer or in Flickr.
