GFL v2.80 registration problem on win 98

Hello
I just tested GFL v2.80 on windows 98 SE and when i try to make regsvr32.exe
to the file gflax.dll i get an error message:
load library failed
error 0x00000485

Is this a bug?
Can you fix it ?
