Adding a new graphic format

[New graphic format]

Is there a way to add the new graphic format to supported list (e.g. by creating a plugin)? I want to add the format, using in a game, so I want to preview it without using special tools. The file contains animation, like gif but much simplier.

If there is a way, where can I find documentation about plugin's interface?
