Horizontal tearing when move picture up/down

Hi

I've had this flickering horizontal line which appears every time I move a picture up/down in viewer mode. This tearing is the same kind that appears in PC games which usually can be solved by enable V-sync. However, in the case of XnView, enabling V-sync does not help at all. I'd like to know whether there is a solution/workaround to this tearing problem?
