Inconsistent shortcut key for rating

There are lots of threads on shortcut keys, but this one seems closer to the problem I'm trying to describe:

In the browser view, Ctrl+Numpad keys rates a picture. For example, Ctrl+3 rates it 3 stars. In the image view, however, Ctrl+3 does some color transformation (I'm not sure what... I can't seem to find that shortcut in the menus). Ctrl+ other numbers do other things as well, and there seems to be no way to rate pictures from the individual image view.

This happens in 1.96beta2.
