Helllo ! Welcome aboard !• Like you can see HERE, this format is listed as read only,
and not any plug-in is shown in the Comment column…
- Maybe Pierre could tell more, but hoping that isn't some closed¦proprietary format -thus, undocumented.

Are your ncd files generated by Cover Designer? If yes, then XnView should be able to read them and a conversion to JPG should be possible. See FAQ "Does XnView support graphic format .xyz?").
Be aware that JPG is not so good for images with text, see topic "What format should I save this image in?" for more details.
