View .c4 files with Vista 64-bit

Please someone help me. I am not sure if this is the correct forum for this but I am in desperate need for help. Part of my job requires viewing government files which are in a format type known as .c4 which is a Raster image file. I had no problem viewing them until I upgraded to a new computer which runs the OS Windows Vista 64-bit. Unfortunately I have not been able to find a viewer or plugin that will allow me to read these .c4 files now for this operating system. Does anyone know of a free software or I'll even pay for it if I have to that will allow me to view these files. Please respond with any help

• The C4 Edmics format is supported at reading only.
- Whether the pics aren't displayed¦recognized, please verify if the box :
Options (F12) >> General >> [×] Display all image file types is ticked !

• In addition, you could set the C4 extension onto the File List box, like explained HERE (use the “Include” field).

So I'm sorry to sound moronic but there is a software that I can download that will install on a Vista 64bit OS that can view .c4 files? I know its read only and thats fine. Could you tell me what the software is or where I can download it. Perhaps provide a link.
