I do not know if it's a good idea, because "New Folder" is usually under "File" (as create new file... and so ...)

OK, I think "File" is better than Edit - "Edit New folder" is incorrect IMO, "Create New folder" still looks the best for me, so we should decide, "File" or "Create"?

I'm big on redundancy... why not both places?

I agree, "File" is a standard, so some users will be searching there and "Create" is just for this ("Create new folder").

BTW In "File" the text should be "Create new folder", but in "Create" it should be just "New folder" IMO, otherwise it would be "Create - Create new folder".
