very annoying problem

Hi Guys
I have a bug that I couldn't fix, no matter what i did.
when I zoom in a photo and try to move around when in this zoom mode the image kind of get smeared

V 1.95.4

can any one help ?

V 1.95.4 is OLD. You should try updating.
