0.49 - Fullscreen behaviour with panels outside

Hi

When I drag some panels outside of XnViewMP (Win), so they become tool-windows, there's a weird behaviour with the full screen mode.

1. Go fullscreen on an image at the browser: The panels get hided (correct behaviour I think)
2. Go fullscreen on an image at the viewer: The panels stay on top / doesn't get hided

I don't know if it's a bug or a feature so I posted this in feedback.

I've got another issue with the fullscreen mode at the viewer: The option "Dual monitor: Use second monitor" only effects the browser, not the viewer.
In the viewer images still get opened on the monitor the XnView window is, instead of the other one like it gets handled for fullscreen mode from the browser.
