Open a small image with Auto Image Size set to "Fit image to desktop, all".
This resizes the program window but doesn't stretch the image itself. So you get a tiny image in a huge program window.
Is this intended behavior?

I'm seeing the same thing. I expect it to stretch small images. 'Maximize View when Open' has no effect here.
