0.66 Category sets UI difficulties

a few UI issues:
-It's difficult to drag a set to new location - if drag from place 10 to 6 it jumps up to place 2, from there can't move it down
-I have over 10 sets

-when the Category set pane is inactive, it's difficult to use mouse wheel in it (doesn't scroll up/down),
-scrolls easily after a file is selected

-when closing Category sets Manager, Category-sets turn inactive, even if a file is currently selected (so need to select another file)

- need to export/backup the sets (feature req)

Maybe, dunno. Perhaps. Drag & drop is a sensible point. If this is the case it should be fixed. Sometimes IIRC it happened also for me.

Fortunately a restart sometimes cures the problem. Yes, I know - pretty annoying.

??? - what do you mean? Of course if it is INactive, the mouse wheel will not work there. Yes, I use the Category Sets pane a lot but I do think (like many others perhaps) that, by default, the mouse wheel should work in the main thumbs pane. Of course if the Category Sets pane is active the wheel should work there.

Ah, I was't clear about that inactive thing..

I mean the Cat sets pane becomes inactive when there's no file selected, and active when a file or thumbnail is clicked on.

"inactive" means hovering the categories in the sets they are NOT highlighted.

while inactive the pane scrolls with stuttering at best, not smoothly (for me!)

"active" means, when a file is selected, the categories highlight when mouse hovers over them and of course can be selected.

----one might need to scroll the pane to look at the sets, especially if they are adding categories to a set that is at the bottom of pane. They should not be forced to click on a file to scroll the pane while doing such a task.

I mean that when inactive it is difficult to scroll down or up again, it kind of freezes, scrolls a bit but freezes again.
