How to load plugin

I am new to this program and need help loading a new plugin that I purchased. It's filename is "DecWebster.8bf".
It is the Color Devaluation plugin from 4n6site.com .

I saw nothing in the drop down menus for loading a new plugin.
I copied the file to the C:\Program Files (x86)\XnView\PlugIns folder and XnView is not seeing the plugin.
I tried renaming the file xnview.ini to force XnView to create a new one at start-up, but that didn't work.

What am I missing? Thanks!

Filter > Adobe Photoshop Plug-in...

That appears to be the answer, but XnView has a rich feature set and I don't use all the functions myself... :)

Thank you! It took my slow brain a few minutes, but I've figured it out (with your help). Now to figure out how the plugin works. :)
