Can't open converted files

I have attempted to convert some old images from jpeg, tiff, etc to camera raw. I think I have done correctly but not sure. My problem is I am unable to open the converted images. I'm attempting to use Adobe Elements 11 and Lightroom 5 to open but unable to do. Can anyone please assist me? I may be doing this entirely wrong to so please accept my apologies for bothering you.

Why do you want to convert jpeg or tiff to raw? The quality won't become better by doing that.
PSE and LR can handle jpeg and tiff.

Gives me chance to do more modification in the RAW format.
