Sorry if this is stating the obvious but I have done a lot of looking and can't seem to find the answer.
XNView allows you to tag photos - can you also have a database and search for tags? Note that I don't want XNView to make a database of all the photos on my computer, only those in a certain location, my family photos, so that I can browse through them.

And it depends what you mean by "tags". Every bit of software seems to use its own concept, so if you have already tagged them in some other software then your mileage will vary.
If you mean arbitrary text assigned to each image, then these are generally captions, descriptions, or comments.
If you mean allocating tags from a defined list of keywords, then these can be referred to as categories, keywords or tags. XnView allows you to build up a custom list of your own keywords.
