bring to front on one instance of program only

is there a way to do it? I still can't find it.
I personally like to have tabbed interface, so I set "one instance of program only". When program already open a file and I try to open another one, the window still on the back, not to the front.
Please point me to the setting if there's any. If not, I wish if could be added/implemented if dev think it's necessary.
