v0.79 "On Hover" Delay in Menu Fly-Outs

This is really getting noticed these last few versions. Namely under
-view -layouts
or
-Tools -Metadata

To Reproduce:
Click on menu "Tools"
Go down to "Metadata" and hover

Sometimes you can count to 5 before the fly-out window appears.
Sometime I have to move my mouse around to even trigger the fly-out.
Going from top to bottom seems worse than starting from the bottom moving up to the option

This is a win7x64 machine if that helps any. Also a high end PC. 16gb ram GTX960 graphics.

I've noticed this in at least the last 3 versions and seems to happen only under these two pull downs. Tools and View.
Maybe others will post if they are seeing the same issue.

If I get time maybe i can upload a video screen capture showing the delay.

--Actually maybe its the Dark Theme, I'll see if it happens under default

Ok, I've uploaded a video to youtube showing the issue here under both themes.
This was just a quick test and I could only get 1 fly-out to act up, (View/Layout) in the video.
This gets worse during use of the menus.
Sometimes up to a 2-3 sec delay or even having to wiggle the mouse to trigger the fly-out.

This happens under these menus:
-View/Layout
-View/themes
-Tools/Metadata

Another weird thing is it always happens when going "DOWN" the list with the mouse.
Sometimes i start from the bottom and go "UP" to avoid this issue.

If you look close the menu doesn't even highlight like it doesn't even detect the mouse "on hover"
