double click in Win explorer > NOT fullscreen, how?

OK, I always have to hunt thru options for this setting and now I can't find it at all. Where's the toggle again?? This is buried somewhere in prefs, please help a brother out and consider making this MORE OBVIOUS location, thanks :-)
