A JPG file is a bitmap consisting of pixels, whereas a CAD file is a vector based image, consisting of lines, circles and other shapes. Converting from a CAD file to JPG is pretty difficult, already. The other way round is impossible. There's tools like Corel Trace for example which try conversion from bitmaps to vector graphic, but the results are soso - depending on what you want.
