Looking for a feature - disable drag&drop sort

I've been using version ver. 0.90.. works great on Windows 10
I saw on the Changelog
1360: [New] Setting to disable drag&drop custom order

Where can I find this feature? can't seem to find it in the settings.
or is it only in the .ini
