twain and re-sizing

Brand new here. I will now begin asking dumb questions and ones that all you have heard before
Is there a way to use a scanner in Windows 10?
Also when I make an image, save it, and try to print it, even after re-sizing it to 8"x11", it previews and prints much smaller. How do I fix this? Ultimately I need to use 11"x17" printing.

XnView “Classic” Image (currently at v2.48) or
XnView MP Image (currently at v0.93.1) ?
