Prioritized Categories

I'm not sure if this is possible with just the header. I'm also not sure how this could work UI/UX wise.

I'd like to have a way to prioritize Categories. For example you have a couple of pictures with Elephants on them, but only a few where the Elephant is the main topic of the photo. During listing of the images with the Priority tags would be listed first.

In Category Sets pane you have some system managed sets which can help you: History and Suggested.

Also there you can create your own sets like Favorites, Top-Priority, My Africa Trip etc. which would have your top categories for the photo journals at hand.
