Allow to use excluded cat ONLY in categories filter

Currently you can exclude a category by alt + click in categories filter.

However, it only works if you also choose at least another category, otherwise, it shows no result.

If I want to search for all images but the ones with category "test", I can't.

We do have that "special item" of "All", but multi-choose it together with an excluded category doesn't work.

An inelegant and very slow solution :
Give a category ( "default" or "ToDo" ) to all photos.
In Categories filter, now you can select "default" and Alt "Test" ...
