Preferences > Security & Privacy > General > Allow apps downloaded from: Anywhere is not an option under Big Sur 11.6 and possibly other versions of Big Sur.

Yes, it works perfectly.
If you are having difficulty with downloads being prevented from opening, then right-click the application or file, and choose 'open' from the options.
