"Dual monitor: Use second monitor" is checked.
My display configuration is as shown in the attached image.
However, the Fullscreen view is always displayed on the third monitor.
I can't preview on a vertical monitor even if I change the order, is this a bug?
I would like to see the image on a vertical monitor, so can I choose which monitor to preview on?

I running XnView on #1 monitor.

I just realized I'm having one of those same issues. The full screen doesn't appear on the second monitor but the third. Unfortunately, my third "monitor" is my drawing tablet / display screen, and I need to have my paint programs, etc. on that monitor.
It seems possibly the fullscreen image is automatically jumping to the last monitor and not (in this case) the next monitor.
And I, too, am using Windows 10.
