allow Draw toolbar to be dockable as vertical or horizontal

thanks for MP

* most screen as in landscape design (mainly 16:9)
* currently drawing toolbar is only horizontal.

If this is very good for landscape images, it is not for portrait one, for instance photo scans of A4 pages.

Therefore, I desired that the drawing toolbar can be dockable as vertical or horizontal.
Otherwise, a new option for instance under:
Tools>Settings>Interface>Toolbar
