0.99.1: Playback for video and seek bar for videos don't play or are slow

XnView: MP 0.99.1 - 64 bit
OS: Windows

The seek bar is slow or sometimes doesn't progress.
The video playback is also slow.

I'm not sure if these are connected so I made one bug report for the two.

Effect: Videos don't play correctly and or seek bar doesn't move.

To reproduce:
1. Play an mp4 video file.
2. Some videos play and some don't and the seek bar either works or it doesn't.

See specs of a typical video that is laggy to play and the seek bar doesn't move.

Still the same issue.

One file is playing fine which is 61MB and the other which is double that and the exact same codec is not.

The faulty one will play if I place the seek bar towards the end and then it'll work when I click anywhere. Seems to be a buffering issue even though the content is local.

One file is then playing slow for about 20 seconds and then it'll eventually start playing.
