Maximize/mimimaze/close buttons missing.

I don't know if this was an update or what. But when XNViewMP opens on this machine, it maximizes to the monitor and cannot be dragged, minimized or closed. The maximize/minimize and close buttons are missing. More importantly, I cannot click on the upper title/menu bar and drag it anywhere like I can do with every other program. The image below is the monitor extents of the program. Thoughts?
